Primal Water is one of the best selling primal. Actually, the best spot is Blackwind Lake in Skettis at Terokkar Forest. In Skettis I’ve killed 1036 Skettis Surger, 580 Surgers of these have dropped 1 or 2 motes (56% droprate). Another great spot is at Throne of the Elements in Nagrand. I killed some Crashing Wave-Spirit, droprate was 36%.You can also fish for the motes around the shoreline where are water elementals, great advantage.
